Opinion & Order granting the request for two-way, non- optional, flat-rate EAS between the Higginsport exchange and the Cincinnati and Clermont exchanges, provided that a substantial majority of the Higginsport subscribers is willing to pay appropriate rates for the service; denying the request for two-way, nonoptional, flat-rate EAS, or any alternative form of EAS, between the Higginsport exchange and the Bethel and Mt. Orab exchanges; accordingly, those exchanges are dismissed from this proceeding; that the com- plainants have failed to show a community of interest be- tween the Higginsport exchange and the Ripley exchange suf- ficient to warrant converting the existing measured-rate EAS to flat-rate EAS; that the complainants canvass the Higgins- port exchange subscribers and report the results to the Com- mission by July 19, 1999.
