01/28/1999Opinion & Order denying the complainants' request for two- way EAS between the Kelleys Island and Port Clinton ex- changes; that the complainants' request for two-way, non- optional, flat-rate EAS between the Kelleys Island exchange and the Sandusky exchange is granted provided that a sub- stantial majority of the Kelleys Island exchange subscribers is willing to pay appropriate rates for the service; that GTE provide a list of all Kelleys Island exchange sub- scribers' names and billing addresses to the complainants within 15 days of this order; that the complainants canvass the Kelleys Island exchange subscribers and report the re- sults to the Commission by March 29, 1999; that, after the complainants have submitted the ballots collected, GTE should review the ballots and report the results of their review to the Commission no later than 15 days after the ballots are filed; that this case remain open until other- wise ordered by the Commission.
