Opinion ordering that Rule 4901:1-6-13, O.A.C., be filed as a no change rule, that Rules 4901:1-6-02 and 4901:1-6-14, O.A.C., be amended as indicated in the appendix, and that the remaining rules in Chapter 4901:1-6, O.A.C., be rescinded and new rules be enacted as set forth in the appendix to this Opinion and Order; that all telephone companies file the appropriate detariffing application, to the extent applicable, consistent with the terms of this order; that to the extent not addressed in this order or attached appendix, all other arguments are denied. |
