Second Finding and Ordered, that the application and Standard Contract filed by Cleveland Thermal on October 10, 2013, as further defined on November 4, 2013, is approved, effective November 9, 2013. It is, further, ordered, That nothing in this Second Finding and Order shall be binding upon this Commission in any subsequent investigation or proceeding involving the justness or reasonableness of any rate, charge, rule, or regulation. |
