Finding & Order approving the stipulation filed on Septem- ber 14, 1994 in its entirety; that Western Reserve and United implement two-way, nonoptional, measured-rate EAS between the Mesopotamia Exchange and the Bristolville and Warren exchanges within 12 months; that Western Reserve and United establish an in-service date within 4 months and inform the Commission of the date, and advise the Commission no later than 60 days prior to the in-service date in the event tha the date cannot be met; that IXCs' request to intervene be granted.
