Finding & Order approving the stipulation filed on June 15, 1995, in its entirety; that GTE implement two-way, non- optional, measured-rate EAS between the Loudonville and Perrysville exchanges, on the one hand, and the Ashland exchange, on the other hand, as soon as practicable and, in any event, within 12 months from the date of this find- ing and order; that GTE establish an in-service date within four months of the date of this finding and order, inform the Commission of the date, and advise the Commission no later than 60 days prior to the in-service date in the event that the date cannot be met, together with the reason.
