Entry ordering that the commission's fresh look termination liability requirements are clarified as set forth in finding (5), it is further ordered that it is not warranted at this time to extend the fresh look window in those exchanges in which there have been fresh look interpretation issues to date. However the commission will extend the fresh look window for future ILEC violations of termination liability as set forth in finding (5) and ordered that the 180-day fresh look opportunity begin in the 36 additional exchanges set forth in appendix A pursuant to USN's fresh look notice on the date of this Commission entry.
