Entry ordering that the arbitration hearing commence at 9:30 on Sept. 9, 1996 and continue for a maximum of four days. If the hearing does not conclude until Sept 12, 1996, oral argu arguments shall be held on Sept 16, 1996 beginning at 9:30 at the Commission.
