Finding & Order that the complainants' request for two-way, nonoptional, flat-rate EAS between the Johnsville and Mans- field exchanges is granted, contingent upon the conducting and filing of a canvass of the Johnsville subscribers which demonstrates that a substantial majority is willing to pay the appropriate rates for the service; that Sprint provide an alphabetical list os all Johnsville subscribers' names and addresses to the complainants within 15 days of this order; that the complainants canvass the Johnsville sub- scribers and report the results to the Commission by May 27, 1999; that, after the complainants have submitted the bal- lots collected, Sprint should review the ballots and report the results of its review to the Commission by June 11, 1999; that this case remain open until otherwise ordered by the Commission.
