RESTRICTED, except as otherwise authorized, against service from and to points in the Bucyrus Commercial Zone as of November 1, 1987, points on and west of State Route 598 within six (6) miles of North Robinson, and points and places on or bordering immediately upon State Route 19, all as existed on November 1, 1987.
