Entry ordering that Norfolk & Western complete the installation of flashing light signals and crossing gates at the Seneca County, DOT 481 603 Y, County Road 35, crossing by 9/20/91; that Norfolk & Western notify the Commission's railroad section 3 days in advance of the date on which the installation shall be completed in order that the Commission may inspect the devices prior to activation; protective devices shall not be placed into service until the Commission has made such final inspection.
