Entry ordering that the crossings identified in Finding 4 be made part of a circuitry upgrade program to be funded by the state grade crossing protection fund; that Conrail and CSX upgrade the circuitry at each of these crossings to grade crossing predictor only and take any other action at these crossings as directed herein; that Conrail and CSX complete these projects by April 30, 1998; that Conrail and CSX notify the Commission at the time these projects are completed so that the systems can be inspected by Commission staff.
