Finding & Order approving the stipulation in its entirety; that, contingent upon the conduct and filing of a canvass of the Woodstock subscribers demonstrating that a sub- stantial majority of the involved subscribers is willing to pay the appropriate rates for the service, the Commis- sion determines that two-way, nonoptional, flat-rate EAS should be established between the Woodstock exchange and Marysville exchange; that GTE provide a list of Woodstock subscribers to the spokesperson for the ocmplainants by May 15, 1998, and that the complainants canvass the Woodstock subscribers and report the results to the Commission by June 15, 1998.
