Entry ordering that rehearing is granted affording the Commission additional time in which to consider the issues raised on rehearing in conjunction with the FCC's order in CC Docket 96-98 as addressed in Finding 4; that interested entities are invited to file additional comments as set for forth in Finding 4; that the Commission's June 12, 1996 finding & order and Appendix A is in full force and effect except for the automatic approval time frames as discussed in Finding 5; that the Association's July 12, 1996 letter shall be construed as an application for rehearing and interested parties shall have ten days from the date of this entry to file memoranda contra.
