Entry ordering that in accordance with Finding 8, the appli- cation for waiver filed by the joint applicants on January 20, 1999 is denied and dismissed on procedural grounds; that the joint applicants (i.e., each individual LEC and IXC who has sought the waiver under consideration) must respond to each of the items set forth in Appendix A to this entry, by no later than February 16, 1999; that Ameritech Ohio must respond both to the items set forth in Appendix A to this entry and also to the additional item set forth in Appendix B to this entry; that the joint applicants must fully assist the Commission's staff in compiling any additional data or information which may prove necessary for the Commission to consider in arriving at an informed decision on whether to formally re-evaluate their current universal toll blocking policy; that any person or entity who wishes to be heard on the issue of why the Commission's existing universal toll blocking should (or should not) now be re-examined must do so by filing initial comments to that effect by February 16, 1999; reply comments in response to any time-filed initial comments, will also be considered by the Commission, so long as they are filed by March 2, 1999; that interim relief for Ameritech is granted in accordance with Finding 13; the Com- mission specifically clarifies however, that under the in- terim relief being granted, Ameritech shall not be author- ized to block toll access to toll carriers other than those from whom Ameritech has purchased the accounts receivable, and for whom Ameritech is a contractually authorized billing agent.
