Opinion & Order that the request for two-way, nonoptional, flat-rate EAS between the Ashville exchange and the Columbus and Lockbourne exchanges is granted, provided that a sub- stantial majority of the Ashville exchange subscribers are willing to pay appropriate rates for the service; that the request for two-way, nonoptional, flat-rate EAS, or any alternative form of EAS, between the Ashville exchange and the Canal Winchester, Groveport, and Reynoldsburg exchanges is denied and those exchanges are dismissed from this pro- ceeding; that GTE provide a list of all Ashville subscribers names and addresses to the complainants within 15 days of this order; that the complainants canvass the Ashville sub- scribers and report the results to the Commission no later than September 30, 1997.
