Entry ordering that Ohio's relay service provider and all common carriers operating within the state of Ohio shall be in compliance with the alternative plan set forth in the FCC's August 25, 1995 Memorandum Opinion and Order by no later than 11/26/95; that all payphone toll calls placed through the Ohio Relay Center and billed to a calling card or debit card shall be charged the lesser of either the actual card rates, or the coin-sent paid rates that would apply to a similar non-relay call; that all payphone toll calls place through the Ohio Relay Center and billed to a calling card or debit card shall be appropriately discounted according to the MTS policy set forth in this case; that all payphone EAS calls placed through the Ohio Relay Center shall be treated as local calls, and shall therefore be free of charge.
