Opinion and order ordering that FirstEnergy's application for approval of its proposed MRO is not approved for the reasons set forth in this opinion and order and, in the event FirstEnergy elects to pursue an MRO, FirstEnergy is directed to provide a sufficient demonstration to address the specific concerns noted herein. It is further ordered, that Constellation's motion to supplement its reply brief be denied. |
