Opinion & Order that the interconnection arrangement be- tween 360 and GTE is approved; that this agreement super- sedes all prior interconnection agreements between 360 or its affiliates and GTE which relate to interconnection or exchange of traffic; that 360 shall submit to the Commission for approval all interconnection agreements entered into with other LECs; that the Commission shall be the final arbitratator for all unresolved disputes.
