Against the use of dump trucks or dump trailers from or to the Cleveland Commercial Zone, Portsmouth Commercial Zone, and Toledo Commercial Zone as they existed September 1, 1987; Newbury, Chesterland, Bainbridge Township, Geauga County; Cuyahoga, Clinton, Franklin, Jackson, Lake, Licking, Lucas, Ottawa, Sandusky, Seneca, and Wood Counties; except where origin or destination is otherwise authorized. 3.
