Finding & Order that Columbia's gas cost recovery rate filed on September 27, 1999 is modified as a result of this application to recognize the 1999 Columbia Collabor- ative Stipulation, the revised rate effective October 27, 1999 is $4.8443 per MCF; that if the Commission does not accept the 1999 columbia Collaborative Stipulation, Colum- bia will refund to its customers the off-system sales credits which are removed from the Company's GCR through this application.
