Entry ordered; that CBT's request to overturn the PA's decision to withhold the requested numbering resources is granted as described in Finding (4), that should the forecasted demand for the requested blocks of telephone numbers not occur in the manner represented, they will be returned to the applicable pool consistent in this Entry, that Alliance Health return to CBT's inventory any numbers that become available as a result of the implementation of the new thousand-blocks and CBT should evaluate whether any blocks qualify for donation to the applicable number pools.
