Entry ordering that the deadline for completion of the Spring Street and Lippert Road projects be extended and that these projects be placed in service by March 21, 2003; that, between February 21, 2003, and March 21, 2003, Wheeling & Lake Erie Railway work with local officials to insure that vehicles and pedestrians using the crossings are adequately protected; that, between February 21, 2003, and March 21, 2003, Commission staff monitor Wheeling & Lake Erie Railway's progress of these projects.
