Finding & Order approving the stipulation submitted on Janu- ary 10, 1997 in its entirety; that United and GTE should implement two-way, measured-rate EAS between the Sunbury and Delaware exchanges within 12 months from the date of this Order; that United and GTE establish an in-service date within four months of the date of this Order, inform the spokesperson of thte date, inform the Commission by filing made in tis docket and served upon the Compliance Division, and advise the Commission's Compliance Division and the spokesperson no later than 60 days prior to the in- service date in the event the date cannot be met; that, as of the announced date and time that the service will be available, all calls will be billed at the appropriate EAS rates.
