Opinion & Order that the August 26, 1999, information response filed by Cincinnati Bell is deemed timely; that the request for two-way, nonoptional, flat-rate EAS between the Morning Sun Exchange and the Eaton and Hamilton exchanges is granted, contingent upon the com- pletion of a canvass showing that a substantial majority of the Morning Sun Exchange subscribers is willing to pay appropriate rates for the service; that GTE provide a list of all Morning Sun subscribers' names and addresses to the complainants within 15 days of this order; that the com- plainants canvass the Morning Sun subscribers and report the results to the Commission by August 8, 2000; that after the complainants have submitted the ballots collected, the respondents may review the ballots and report the results of their review to the Commission no later than 15 days after the ballots are filed.
