Opinion & Order that the request for two-way, nonoptional, flat-rate EAS between the New London and Norwalk exchanges is granted, contingent upon the conducting and filing of a canvass of the New London subscribers which demonstrates that a substantial majority is willing to pay the approp- riate rates for the service; the request for two-way, non- optional EAS between the New London and Milan exchanges is denied; that GTE provide a list of all New London sub- scribers' names and addresses to the complainants within 15 days of this decision; that the complainants canvass the New London subscribers and file the ballots (along with a summary of the results) with the Commission by October 29, 1999; that GTE review the ballots and report the results of its review to the Commission no later than 15 days after the ballots are filed.
