Opinion & Order that to the exent that the complainants have requested the establishment of two-way, nonoptional, flat-rate EAS between the Fort Recovery Exchange and the Celina Exchange, their request is denied; that the com- plainants have demonstrated sufficient need to justify the ordering of two-way, nonoptional, measured-rate EAS between GTE North's Fort Recovery and Celina exchanges; that GTE North institute two-way, nonoptional, measured- rate EAS between the Fort Recovery and Celina exchanges within 12 months; that GTE North establish as in-service date within four months of thie Order, inform the Commission of the date, and advise the Commission not later that 60 days prior to the in-service date in the event the date cannot be met. |
