Opinion, Order, and Certificate ordering that, subject to the conditions set forth in this order, a certificate of environmental compatibility and public need is hereby issued for the construction, operation, and maintenance of the Riverview-Elkem No. 6140 138 kV transmission line along the preferred route; that the certificate shall con- tain the conditions set forth in Section IV, as revised by the Staff, and Section V of this order; that Mon Power determine, in consultation with Amp-Ohio, and provide to the OPSB staff the information as to the breaker and switch (es) within 30 days of the journalization of this order; that Mon Power be ready to install the breaker or switch(es) as staff determines necessary, upon final action by the parties or the Ohio Supreme Court in Case No. 97-2571, up- holding the underlying contracts.
