In the matter of the application of Teleconnect Long Dis- tance Service and Systems Company dba Telecom*USA to re- vise its tariff, PUCO No. 3, to reduce the 10-10-321 min- ute threshold for 50% discount in rates from 20 to 10 min- utes; change the 10-10-321 rate structure from a mileage sensitive, day, evening, night/weekend structure to a flat rate structure for InterLATA and IntraLATA calls; and to reduce the 10-10-220 after 20 minute rate per minute.
