02/19/2004Finding and Order, that the complainants' request for one-way, nonoptional, flat rate EAS from the Gratis Exchange to the Eaton Exchange is granted provided that a substantial majority of the Gratis Exchange subscribers is willing pay appropriate rates for the service, that Verizon provide the spokesperson with a list of all Gratis Exchange subscribers' names and billing addresses within 15 days of this order, that the complainants canvass the Gratis Exchange subscribers and report the results to and file the ballots with the Commission by no later that April 16, 2004, that after the complainants have submitted the ballots collected, Verizon should review the ballots and report the results of their review to the Commission no later than 15 days after the ballots are filed.15
