Finding & Order approving the stipulation filed on December 6, 1996, in its entirety; that GTE institue measured-rate EAS between the Prospect and Delaware exchanges as soon as practicable and, in any event, within 12 months from the date of this order; that GTE establish an in-service date within four months and inform the Village of Prospect of the date, inform the Commission by filng made in this docket and served upon the Compliance Division, and advise the Commis- sion's Compliance Division and the Village of Prospect no later than 60 days prior to the in-service date in the event that the date cannot be met; that GTE shall issue prior to the in-service date a press release to inform the media of the effective date and time of the EAS; that, prior to the in-service date of the EAS, GTE shall provide information to customers which describes the new EAS; that, as of the announced date and time that the service will be available, all calls will be billed at the appropriate EAS rates.
