Finding & Order approving the stipulation in its entirety; that the request for two-way, nonoptional, flat-rate EAS between the Homerville and Median exchanges if granted, contingent upon the completion of a canvass of the Homer- ville Exchange subscribers that demonstrates that a sub- stantial majority is willing to pay the increased monthly service rates associated with the implementation of such service; that GTE provide a list of all Homerville Exchange subscribers' names and addresses to the complainants within 15 days of this order; that the complainants canvass the Homerville Exchange subscribers, using the sample ballot attached as an appendix to this order, and report the re- sults to the Commission by July 20, 2000.
