Opinion & Order that the respondents file within 60 days of this order cost data for implementing two-way, measured-rate EAS between the Sardinia Exchange and the Cincinnati, Cler- mont, and Williamsburg exchanges; that the respondents file within 30 days of this order further justification for their proposed 12-month implementation schedule; that two-way, nonoptional, measured-rate EAS between the Sardinia Exchange and the Cincinnati, Clermont, and Williamsburg exchanges is granted, contingent upon the review of cost data and a modi- fied rate structure for ELCP; that the request for two-way, nonoptional, flat-rate EAS, or any alternative form of EAS between the Sardinia Exchange and the Bethel and Newtons- ville exchanges is denied; accordingly, those exchanges are dismissed from this proceeding; that GTE, within 60 days of this order, propose a more appropriate measured-rate local service offering.
