Entry Nunc Pro Tunc ordering that the April 9, 1998 opinion and order be clarified to the extent set forth herein; that the fifth ordering paragraph in the April 9, 1998 opinion and order be amended to read as follows: ORDERED, that, in the event of a future conflict with respect to interpreta- tion of the alternative regulation plan or the stipulation, the plan and the stipulation shall be interpreted by the Commission consistent with the clarifications set forth in the "Additional Matters" section of the order, and the Com- mission shall remain the final arbiter of the terms of the plan and the stipulation.
