Supplemental Opinion & Order that the request for two-way, nonoptional, flat-rate EAS between the Warren and Youngs- town exchanges, as well as the request for one-way, non- optional, flat-rate EAS from the Warren exchange to the Sharon exchange is denied; that United and Ohio Bell implement two-way, measured-rate EAS between the Warren and Youngstown exchanges within 12 months; that United shall implement one-way, measured-rate EAS from the Warren exchange to the Sharon exchange within 6 months. |
