Finding & Order that the EFC rate to be charged by Monon- gahela Power during the next period beginning August 1, 1997 shall be 0.998 c/kWh; that Monongahela Power file its EFC tariff rider incorporating the EFC rate no later than July 31, 1997; that the EFC rider become effective on August 1, 1997, and remain in effect until otherwise ordered by the Commission.
