Opinion & Order that the request for two-way, nonoptional, flat-rate EAS between the Woodville Exchange and the Tole- do, Fremont, Elmore, Genoa, Gibsonburg, Lindsey, and Moline exchanges is granted contingent upon the conducting and filing of a canvass of the Woodville subscribers; that Sprint provide an alphabetical list of all Woodville sub- scribers' names and addresses to the complainants within 15 days of this order; that Sprint shall file by October 15, 1999, an estimate of the time period that it believes it will need in order to institute the EAS; that the complain- ants canvass the Woodville subscribers and report the re- sults by October 8, 1999; that, after the complainants have submitted the ballots collected, Sprint should review the ballots and report the results by October 29, 1999; that the request for two-way, nonoptional flat-rate EAS between the Woodville Wchange, on the one hand, and the Curtis-Oregon, Perrysburg, and Maumee exchanges be denied, but that mea- sured-rate EAS between the Woodville exchage, on the one hand, and the Curtis-Oregon and Perrysburg exchanges, on the other hand, be granted.
