Opinion & Order adopting the stipulation attached to this order in its entirety; that Toledo Edison and CEI comply with all directives set forth in this stipulation; that the EFC rate to be charged by Toledo Edison during the next current period beginning March 1, 1997 is 1.5032c/kWh; that Toledo Edison file an efc tariff rider by February 28, 1997; and that such EFC tariff rider become effective for all bills rendered on and after March 1, 1997, and remain in effect until otherwise ordered by the Commission; that the EFC rate to be charged by CEI during the next current period beginning March 1, 1997 is 1.3846c/kWh; that CEI file an EFC tariff rider incorporating this rate by February 28, 1997; and that such EFC tariff rider become effective for all bills rendered on and after March 1, 1997, and remain in effect until otherwise ordered by the Commission.
