Opinion & Order granting the request for two-way, nonoptional, flat-rate EAS between the Kilbourne Exchange and the Columbus and Sunbury exchanges, contingent upon the conduct and filing of a canvass which shows that a substantial majority of the Kilbourne exchange subscribers is willing to pay appropriate rates for the service; ordering that GTE supply to the complainants within 15 days of the date of this Opinion & Order a complete list of the names and addresses of all Kilbourne exchange subscribers, excluding or specifically identifying the telephone company's pay stations, telephone numbers, and all special billing numbers; that complainants conduct a canvass of the Kilbourne exchange subscribers with the results and all collected ballots to be filed with the Commission by May 14, 1991; that GTE, Ohio Bell, and United shall review the ballots and notify the Commission of their positions on the final tally and on whether they desire a further hearing on the canvass by June 14, 1991. |
