Second Supplemental Opinion & Order that two-way, non- optional, flat-rate EAS between the Oberlin and Elyria exchanges and two-way, nonoptional, measured-rate EAS between the Oberlin exchange and the Wellington and Lorain exchanges be instituted within 12 months of this Order and that the respondents make every effort to see that the service is implemented as soon as possible; that the respondents establish an in-service date within four months of this Order, and advise the Commission not later than 60 days prior to the in-service date in the event the date cannot be met. |
