Opinion & Order that the complainants' request for two-way, nonoptional, flat-rate EAS between the Attica Exchange and the Willard Exchange is granted, provided that a substantial majority of the Attica Exchange subscribers are willing to pay appropriate rates for the service; that GTE provide a list of all Attica Exchange subscribers' names and addresses to the complainants within 15 days of this Order; that the complainants canvass the Attica Exchange subscribers and report the results to the Commission no later than October 29, 1998; that, after the complainants have submitted the ballots collected, GTE should review the ballots and report the results of their review to the Commission no more than 15 days after the ballots are filed; that this case remain open until otherwise ordered by the Commission.
