Opinion & Order approving the interconnection agreement between Ameritech and Brooks in accordance with with and to the extent set forth in this Order; that, for the reasons explained in this Order, the Commission specifically does not approve Subsection 4.2.2(iv), Subsection 5.6.1, and Sub- section 9.4.3(iii) of the submitted interconnection agree- ment; that no changes in the proposed agreement, including modifications specifically provided for in the agreement, shall occur without Commission approval; that no assignment or transfer of the rights and responsibilities provided under this agreement shall occur without Commission approv- al; that Ameritech and Brooks must seek and obtain prior Commission approval of the methodology which they intend to utilize for billing calls which cannot be identified as being either local or toll calls.
