Opinion & Order adopting the stipulation of the parties in its entirety; that OPC recalculate its EFC pursuant to the discussion in this order; that the financial and m/p audi- tors for the company's next EFC audit review and make recom- mendations regarding those matters set forth in this order; that OPC file its EFC tariff containing the recalculated EFC rate with the Commission as soon as possible; the re- calculated EFC rate shall become effective beginning with the first billing cycle of June 1997 or when filed, which- ever is later, and remain in effect until otherwise ordered by the Commission.
