(3) Service from and to points in the Chillicothe Commercial Zone as of July 21, 1989, except where otherwise authorized herein. (4) Service from and to points and places on or bordering immediately upon U.S. Route 23 and State Route 180, except where otherwise authorized herein. (5) Ship- ments originating at or destined to Kingston, Ohio, when being transported over State Route 159, except where other- wise authorized herein. |
