Supplemental Finding & Order modifying and amending the Commission orders dated February 21, June 28, and October 18, 1990, to authorize the applicant to utilize a portion of proceeds from the sale of the Securities to reimburse its treasury for expenditures incurred in connection with its construction program; in all other respects, the Commission orders dated February 21, June 28, and October 18, 1990, shall remain in full force and effect.
