Opinion & Order that the request for two-way, nonoptional, flat-rate EAS between the Kidron and Wooster exchanges is granted, contingent upon the conducting and filing of a canvass of the Kidron subscribers which demonstrates that a substantial majority is willing to pay the appropriate rates for the service; that United provide a list of all Kidron subscribers' names and addresses to the complainants within 15 days of this order; that the complainants canvass the Kidron subscribers and report the results to the Commission by 8/19/96; that, after the complainants have submitted the ballots collected, United should review the ballots and report the results of their review to the Commission no later than 15 days after the ballots are filed.
