ICN #0240 Opinion, Order and Certificate ordering that a certificate of environmental compatibility and public need is hereby issued for the construction, operation, and main- tenance of the Rachel 138 kV transmission line along the preferred modified route; that the certificate shall contain the 19 conditions set forth in Section VI of this Order; that CEI keep the Board staff informed on the status of the litigation regarding the B&O railroad r-o-w on the modified preferred route; that CEI submit to the board staff the re- sults of its study with respect to the use of helicopters in the setting of poles; that the Docketing Division of the Commission release all confidential information after 18 months from the date of this Order.
