Supplemental Opinion & Order that two-way, flat-rate EAS be instituted between the Higginsport Exchange of GTE and the Cincinnati and Clermont exchanges of Cincinnati Bell within 12 months and that the respondents make every effort to pro- vide service as soon as practicable; that the respondents establish an in-service date within four months of this supplemental order, inform the Commission of the date, and advise the Commission not later than 60 days prior to the in-service date in the event the date cannot be met; that the respondents are authorized to file three copies of re- vised tariff sheets.
