Finding & order approving the stipulation submitted on Feb- ruary 10, 1997 in its entirety; that Western Reserve and GTE be authorized to implement two-way, measured-rate EAS between the Richfield and Montrose exchanges as soon as practicable and, in any event, within 12 months from the date of this Finding & Order; that Western Reserve be authorized to institute Community Calling Service from the Richfield exchange to the Akron and Montrose exchanges, as set forth in their proposed tariff, within 12 months from the date of this Order.
