Opinion & Order approving the merger and accompanying stipulation and recommendation filed on February 23, 1999, to the extent described and clarified in this order; that AT&T's December 10, 1998 and January 4, 1999 motions for protective order and the Sprint companies' January 8, 1999 motion for protective order are granted; that CBT's March 10, 1999 motion for leave to intervene in this proceeding is denied; that AT&T's December 22, 1998 motion for recon- sideration and/or clarification is moot; that the Docketing Division of the Commission should maintain, under seal, the documents listed in this order for 18 months from the date of this order; that further hearings are not required in this matter and the hearing record in this case shall be closed, effective with the issuance of the final order on rehearing, unless a stipulating party withdraws its consent for the stipulation.
